Cowl vent chrome piece

Hey all, I am wanting to get the small chrome piece off my cowl vent. Anyone know how to do it without ruining it? I can't tell if it's riveted or bolted on..

It's riveted. I ground mine off, then drilled and tapped it so I could reattach it with small screws.
