    Did you have it off the block and disassembled? Is it currently fitted to the block? there should be an oval plate on the top with two screws. Take the top plate off, pull out the spring, the piston, another spring and the cup valve, the fill with oil and re-assemble.  It is a low pressure/ high volume pump that fills the dipper trough tray and the wells above the 3 main bearings, as well as supply oil to the Morse timing chain with oil.
    When you had the oil pan and dipper tray off, did you fill the dipper tray with oil before installing the tray and pan with new gaskets back on the block?

     it’s still on the block I will remove the cover look at the spring,piston,spring an cap valve. Yes I filled the dipper tray an new gaskets.   Thanks for the information. dose the distributor drive have to be filled with oil to prime the pump

    No, distributor drive gear is separate from oil pump drive gear. You prime the oil pump as I described earlier.
