Anyone know of a source for new 11/16 - 18 castle nuts for stepdown front axles?

That’s a toughie. The normal hardware sources (McMaster Carr, Fastenal, etc don’t offer them. You could drill out and tap a 5/8”-18 castle nut to 11/16”-18
