Can anyone tell me if a stepdown starter will fit/work with a prewar (1939) car ?

    Only if you space it out half an inch.   The ring gear is a different spacing from the pinion longitudinally .

    The hydro starter is smaller in diameter than the stickshift starter, where it indexes into the rear engine plate.

    The automatic transmission starter is completely different, and engages from the  front, not the rear.
