  The bulletin forgot to mention the last part:

  
  

  Rip exhaust manifold damper out of exhaust manifold and throw in your parts bin.  Install bolts to fill holes in exhaust throat.  Enjoy trouble-free problems with your exhaust manifold damper for the rest of your life.
