6v to 12v conversion instrument cluster

Hi all,
Firstly, yes I know I need to step down the voltage to the fuel and temp gauges to 6v, but I was reading some Walt's tech tips and he mentions needing to step it down to 3 volts? Is this true?

Ive always used a Ford Instrument IV Regulator with no problem. Its a real small unit located behind the Dashboard. Google Dashboard Iv regulator Scarebird for more detail.0

We wired up two adjustable voltage regulators with common electronics components. I hid them under the dash and exposed two little knobs so I can change the gauge readings if I want to. This lets me adjust the temp and fuel gauges to get a perfectly accurate reading. I have the plans somewhere if you're interested.
