Sounds like flywheel has a burr or 2,  it’s balanced at 6 o’clock and 12 o’clock only. Look at when it stops (eng) then file down the teeth, then get a bar and turn it till it gets down at the bottom and look! Mite have to file again! A quick way to check is when it doesn’t engage stop and spin flywheel about 6” w/bar then start up and if str is good it should start right up for u, then u will have to file just like I explaibed?
