Windhsield Wiper Conundrum

My windshield wipers are acting strangely. The wipers on the convertible (as far as the cables go) are hooked up just like on my sedan. However, the passenger side wants to go up, but the driver side wants to rotate downward. Why is that?

(Yes, I have consulted the Hudson Body Manual to no avail).
